On February 4, 1969 - With Yasser Arafat as its leader, the Palestine Liberation Organization (P.L.O.) was founded on February 4, 1969. The PLO unified various displaced Palestinian groups including Arafat's Al Fata under one umbrella. By 1974 when he addressed the United Nations, Arafat had made significant strides towards establishing new respectability for the PLO's campaign for a Palestinian homeland. But gaining legitimacy hinged on cooling down terrorist acts, and Arafat found it increasingly difficult to control hard line PLO factions who accused him of being too moderate. Despite this, and an ongoing list of setbacks, Arafat continued to be, above all else, a survivor.
